Lowey Announces $248 Million in Federal Funding for the Portal North Bridge Project

Funds Will Be Used to Replace Rail Bridge Across Hackensack River, Improving Safety and Reliability for Metro New York’s Commuters and Northeast Corridor Travelers

WHITE PLAINS, NY – Congresswoman Nita Lowey (D-NY17/Rockland-Westchester), Chairwoman of the House Appropriations Committee, today announced a $248 million federal grant for a long-awaited infrastructure project to improve rail transit and reduce bottlenecks along the busy Northeast Corridor. The funds, from the Federal Transit Administration’s (FTA) Capital Investment Program (CIP), will be used by the New Jersey Transit Corporation in cooperation with the Gateway Program Development Corporation (GDC), the Port Authority of New York and New Jersey (PANYNJ), and the National Railroad Passenger Corporation (Amtrak).

“The New York Metro area will benefit greatly from this much-needed and long overdue investment in our infrastructure,” said Congresswoman Lowey. “A new Portal North Bridge will be a transformative investment for the region and will improve safety and the riding experience for rail commuters from in Rockland as well as all travelers on the Northeast Corridor.”

Today’s announcement of funding from FTA represents $248 million in additional Fiscal Year (FY) 2018 and FY 2019 Capital Investment Grant (CIG) funds for the Portal North Bridge project. These monies will be used to construct a new, two-track fixed structure railroad bridge to replace the existing movable Portal Bridge. The existing movable bridge is used by 450 daily trains with more than 200,000 daily passengers between Amtrak’s intercity services and NJ Transit’s commuter rail services. The new bridge will eliminate the need for a movable span that interrupts rail operations. This improvement will reduce delays caused by bridge openings needed for waterway traffic and mechanical failures related to opening or closing the existing bridge.

Earlier this year, Chairwoman Lowey announced $55.1 million in federal grants through the Federal Railroad Administration’s (FRA) Federal-State Partnership for State of Good Repair (SGP) program for the Portal North Bridge Amtrak Project. The Hudson County Portal North Bridge Project is in the Engineering phase of the CIG program and will receive these funds once it has met all statutory and program requirements of the CIG program and FTA has approved a construction grant agreement.
